Andrea Caplan

Andrea joined CSJ Brooke Smith in 2008, following 6 years with Atkins Planning. Previous to that she worked for both Chester City Council’s development control department and British Waterways. Andrea has extensive experience in a wide range of developments, including waste processing schemes and logistics development. Day to day she works on a variety of mixed use, residential and commercial development and provides advice to a wide range of clients. Andrea also has experience of EIA coordination and has overseen a number of large scale EIA projects.

Rebecca Morgan

Rebecca joined CSJ Planning in December 2006 after five years at Bristol City Council. She has a wide range of experience dealing with urban regeneration and mixed use schemes, residential and commercial development, proposals affecting listed buildings, Certificates of Lawfulness and more recently, development in the Green Belt. Rebecca provides clients with planning and development advice on a range of issues and manages applications and appeals.

Andrew Carter

Andy works with CSJ Brooke Smith on a consultancy basis as a Senior Planner. He has previously worked for both GVA Grimley and Turley Associates and has developed a wealth of planning knowledge, leading on a number of projects covering housing, employment, retail and commercial projects across the Midlands. Andy has also previously represented the Highways Agency in the East Midlands.

Clare Spearman

Clare joined CSJ Planning in 2003 after working in the telecommunication industry for five years. Clare graduated from the University of the West of England in 2006. She prepares and manages a range of applications including householder applications, commercial schemes, mixed use schemes and changes of use. Clare also manages the process of the discharging of conditions and obligations at post determination stage. She also assists senior members of the team with a range of major applications and appeals. Clare is a member of Women in Property.

Simon Tofts

Simon joined CSJ Planning in 2004 straight from Liverpool University. He acts for clients on a range of development issues including residential and commercial developments. Responsibilities encompass appraising and assessing the development opportunities of various sites and land uses together with the preparation, submission and management of a range of planning applications including residential proposals and brownfield regeneration, commercial developments, the variation and removal of conditions, changes of use, listed buildings and Conservation Area consent. Simon also assists Directors, Associate Directors and Principal Planners on a variety of appeals.
